1. Your bookmarks are stored in the People and Places window. Open it and search for them; not only can you delete your old bookmarks from there, but you can also create folders to sort them better, rename them, add comments, etc. I usually name my bookmarks starting with the system name, that way they're easier to figure out even if your folders get messed up.
2. You're allowed to fail 1 mission per day per agent I think, with no repercussions. If you need to fail more than one, the agent will continue to give you missions, you lose faction instead of gaining it (the small amount that you gain every mission, you lose that). All in all, it's not a big deal. If the mission is part of a story arc of some sort, then reporting failure may close down the arc (i.e. you're not going to get the rest of the missions in that storyline).
3. 0.7-0.5 you also get pyroxeres and plagioclase, then as you get into lowsec and 0.0 the higher ores gradually appear, the lower the sec. rating of the solar system you're in, the better they usually are. Yes, a Punisher with newbie support skills should be able to handle 0.5 belt rats. With good support skills and good fittings, it can probably kill belt rats all the way down to 0.3.
4. Yes, that's likely to be the case, because the orders on the market are set up by players. And, most of them set up orders to buy your stuff at LESS than mineral value, so that they can reprocess your stuff themselves and make a profit off you. What I usually do is I dump all the loot in station for a week, then over the weekend I sort what's valuable and what's junk, then jump in my industrial ship and haul the junk to a place where I can sell minerals well, reprocess it there, and sell the minerals.
5. There is an advantage to having a ship with, say, 2 small tractor beam modules, and 2 salvager modules. That way, you tractor wrecks to you, and salvage them while you're tractoring more wrecks. I know higher Salvaging skill makes salvaging faster, don't know about a T2 salvager. Probably not needed for L1 wrecks.
6. Tech 2 frigates are generally aimed at PVP. Interceptors make it easier to tackle PVP enemies, cov-ops are for scouting and for setting up approach vectors for your 20 buddies waiting in the next system, and the electronic frigates are for jamming etc., again PVP. Tech 2 cruisers and larger ships, you COULD use a few of those for missions, but a battleship is probably cheaper, more effective, and easier to train for.
7. Not sure in-game. If you're just curious what everyone's offering, here.
8. Most of them, no. NPC's are simple, all you need is a good tank on your ship, good guns, good capacitor recharge, and maybe something like an afterburner or the odd webifier. ECM, ECCM, jammers, ship scanners, all that electronic warfare stuff is for PVP scenarios, and even there some of it is used, most isn't. As far as you're concerned, if you get a rare named one, COOL, more cash for you when you sell it, otherwise reprocess that stuff with the rest of the junk.
Incidentally, what's junk and what isn't. Show Info on anything with an odd name. If you see Meta Level: 3 or 4, it may sell for good cash. Some Meta Level: 2 items sell too, for specific things. Cargo Expanders, for example.
